AB 32 and SB 375 are legislative facts in California, with broad-reaching implications for real estate development. How will these complex and far-reaching mandates be implemented? What impact will the pursuit of sustainability goals have on the economic reality of development? University-based think tanks may have many of the answers.

Existing Metropolitan Planning Organizations (such as SACOG) are required by the legislation to lead implementation of these ill-defined policies, yet these MPO's have no actual authority over local land use decisions. Additional state policies will be required to support coordinated regional efforts, if these efficiency mandates are to succeed. Research-based strategies emerging in academia may play a critically important role in defining sensible, effective real-world actions at the state, regional and local levels to achieve sustainability mandates.

Across the country university-based think tanks are interpreting mandates and exploring actions that can be undertaken by private and public players striving to meet sustainability goals.

Our speakers will be joined by local developers for a Panel Discussion of challenges and opportunities facing us in the coming years.  Three leaders in this area will speak at the March Policy Program:
  • Charles A. Long is a Berkeley-based infill developer and former City Manager (Fairfield, CA). Charlie has worked closely with the UC Berkeley Center for a Sustainable California, which recently published a Policy brief entitled, "Make It Work: Implementing Senate Bill 375".

  • Stephen Luoni, University of Arkansas Community Design Center - UACDC has provided award-winning, innovative planning to communities and organizations throughout Arkansas.

Moderator:

  • Jeff Loux, Land Use and Natural Resource Program, UC Davis - Jeff divides his time between managing the Land Use and Natural Resources Program for UC Davis Extension, serving as an Adjunct Faculty in Landscape Architecture and serving as Mediator for the Sacramento Regional Water Forum.
